We usually have the same experience, with the big crush of kids being done with the project after 15-20 minutes, but the station stays open for 70-75 minutes during free play time. Because we're a co-op I have a parent dedicated to managing the station, which is almost impossible during the initial wave, but thereafter we always have someone there who can kind of guide the kids through it more slowly. It's also true that whenever I see the table empty, I declare that I'm going to make a bubble painting, which typically lures 2-3 kids to return. Don't know if that helps, but it's what I've got! =)
